Sport England

Sport England invest in Active Oxfordshire as one of 43 County Sports Partnerships covering every part of the country. This means we need to have a strong understanding of our local place and the people who live here. We are here to broker and support the relationships that matter most and to help identify the best opportunities to increase sports and physical activity in our communities. Our focus is very much on inactive people, under-represented groups and the places where there are the greatest health inequalities.

We need to work with our funders and stakeholders to assess priorities based on local needs and to use our knowledge and networks to adopt the best tactics and the best practice available to create the chances and the change in behaviour that will get people active and engaged to help achieve the Big 5 Outcomes set out in the Sporting Future Strategy. This means we support local partners, respond to local needs in different ways across the County and target interventions where extra capacity is needed to create a more joined up approach and systems change in our community. As part of this endeavour we work as part of a network of CSPs and work collaboratively across boundaries to share good practice and skill-sets.

We are now an essential part of the Sport England supply chain. Our performance and contribution will be assessed every two years by Sport England through a Performance Management and Improvement Framework that will involve external assessment and take in the views of local stakeholders. We will publish the results of the assessment in March 2019 when the first cycle has been completed.

In terms of our Governance we will be Tier 3 Compliant as a new Charitable Incorporated Organisation (CIO) meeting the requirements of the Sports Governance Code produced by Sport England and UK Sport.

A CODE FOR SPORTS GOVERNANCE

The code has three tiers and will apply to any organisation seeking funding from us or UK Sport, regardless of size and sector, including national governing bodies of sport, clubs, charities and local authorities.

The code is proportionate, expecting the highest standards of good governance from organisations requesting the largest public investments, including:

  • Increased skills and diversity in decision making, with a target of at least 30 per cent gender diversity on boards
  • Greater transparency, for example publishing more information on the structure, strategy and financial position of the organisation
  • Constitutional arrangements that give boards the prime role in decision making.
